Rollup merge of rust-lang#80971 - camelid:feature-gate-testsuite-organization, r=Mark-Simulacrum

Put all feature gate tests under `feature-gates/`

There was one directory that had only a single test and there was also a
test in the top-level directory. This moves both of them to
`feature-gates/`.
