Change theme color of top bar of progressive web app

Anyone know how to change the theme color of the Chrome progressive web app for Vscode? The top bar is black in my case, and it does not look nice with my current theme.

The following is from the manifest.json - I can change the background-color in devtools, but it's not persisted.
