Add in-flight claim-tx tracking

When we generate a justice tx, a htlc tx on remote commitment or
a htlc tx on local commitment we track them until first conf.

Timeout or HTLC-timeout txn aren't tracked at construction
as they're not finalized and should only be broadcast near
Locktime expiration
