FPGA: reduce snappy decompression simulation duration (#1475)

When using Questa FSE, the simulation time of the snappy decompression of Stratix 10 was excessively long,
This PR reduces the problem size when running in simulation to speed up the execution time.
This PR will also be merged into the release/2023.1 branch.
