Rollup merge of rust-lang#135824 - jieyouxu:delete-bintools-check, r=Noratrieb

tests: delete `cat-and-grep-sanity-check`

Part of rust-lang#121876.

All remaining `Makefile`s have open PRs that do not rely on platform `cat` or `grep` or the `cat-and-grep` script.
