Move info about URLO and IRLO up on the community page

Summary

Move URLO and IRLO up on the community page, and recommend them as a place to ask.

Motivation

The community@ mailing list currently gets a lot of question of the technical kind.

Another option (but more heavyweight) would be an explicit "get help" section

Going to +1 this of sorts. The community mailing list gets handful of emails every month from folks seeking technical help. Typically the response is to point them at the users forum, Reddit, and Discord. In the footer of the site we have:

Get help!
Documentation
Ask a Question on the Users Forum
Check Website Status

Which makes at least makes the users forum a prominent option for help. However on the community page right at the top, it shows

We’d like to hear from you! Not sure where or who to ask a question? Want to get involved but aren’t sure how? The community team is eager to connect you with someone who can help!

Which is inviting the types of email the list is receiving. I would suggest moving or rephrasing this copy to make the preferred help channels more obvious.
