[LoongArch] Support amcas[_db].{b/h/w/d} instructions. (llvm#114189)
Two options for clang: -mlamcas & -mno-lamcas. Enable or disable amcas[_db].{b/h} instructions. The default is -mno-lamcas. Only works on LoongArch64.
