What does this PR do? What is the motivation?

This change being made is to show Enterprise AND Pro+ plans are eligible for this feature flag. Our internal documentation states that both of these account plans are eligible for the feature. https://datadoghq.atlassian.net/wiki/spaces/AAA/pages/2955772804/IP+Allowlist+Support+FAQ
