需要在qemu aarch64上对rt-smart进行持续完整维护。

- 在ci/ct中加入rt-smart/aarch64的构建，测试；
- 在ct中加入rt-smart的用户态例程测试；

希望可以覆盖到：
- 内核的完整测试用例；
- 用户态试用busybox、默认使用init，ash
- 文件系统mount测试，umount测试；
- 网络http/wget下载测试；
- tty测试；
