Promote standalone component helpers to public API

With e895fc7 a few standalone helpers were moved from the CDK to the schematics package. I am wondering why they were moved to a "private" section and aren't considered public API. Was this just because standalone components were still in developer preview at that time? Now that angular 15 is going to make standalone components stable could the helpers be moved outside the private section and be treated as public API?

With standalone components becoming stable these helpers should become public API as well.

This is in the works related to supporting --standalone more thoroughly in our schematics. Our current implementation was a bit haphazard to meet the immediate needs of standalone at the time. As we expand our own schematics we'll want to share more of these helpers between Angular-owned repositories and iterate on the designs. Once that is in a good place, we're interested in making them more broadly available to the community.
