chore(ng-closure-runner): update ng-closure-runner to v0.2.4 #14971

Description
The version of ng-closure-runner we are currently using (v0.2.3) - which is used for minifying the files - has an outdated implementation of minErr. This commit has updated the minErr implementation in ng-closure-runner, but it hasn't been built and tagged as a new version (v0.2.4), so we can't take advantage of the fix.
