Queryparameter encoded parameter issue(%3A)

Route refresh when user hit URL with encoded parameter:

https://angularjs.org/?url=https%3a%2f%2fwww.google.com%2fgsupport%2fgsupport.jsp%23%2fu-verse-tv

it automatically route reload to::

https://angularjs.org/?url=https:%2f%2fwww.att.com%2fesupport%2fmysupport.jsp%23%2fu-verse-tv

"%3A" --> ":" character in URL

I think the $location service encodes the query params automatically. I'm not sure if this can be changed or made optional at this point. How does this affect your application?
