Documentation for ngAttr

There is in the directive guide https://code.angularjs.org/snapshot/docs/guide/directivee, but we should have standalone docs in the API section for directives.

The problem with this is that it is "one of a kind". It is like a meta-directive, so it's hard to decide where in the docs it should appear.

This seems to have been addressed in the interpolation section of the guide. I can also sketch out something else, in case anyone's interested.

We could add ngAttr as a directive to the docs, too.
