form-field: outline gap calculated incorrectly with setTimeout

Workaround is to call updateOutlineGap on the form field with the incorrect gap size. But ideally we could make it so the user doesn't have to do this

I have to hack around this in so many places, have you found out what could be causing it by any chance @mmalerba ?

This still happens when using inside ionic 4, i managed to fix with a directive placed along matInput, listening to focus event and updating the gap but when the form comes populated its very difficult to fix, updating on ngAfterViewInit, which is the last event won't do the job.
