Not all button variants currently meet this requirement. We should be able to add the mdc-button--touch class to achieve this: https://github.com/material-components/material-components-web/tree/master/packages/mdc-button#making-buttons-accessible
We should do this sooner rather than later, as it will only become more difficult to land over time.
