bug(datepicker): It is not allowing to navigate to header row & above controls using linear

Reproduction

Steps to reproduce:

1. Open the Datepicker Examples
2. Activate "Open calendar" button from any section, say, "Single date selection"
3. Linear navigate to header row using arrow keys

Expected Behavior

It should allow to navigate to header row with linear navigation

Actual Behavior

It is not allowing to navigate to header row with linear navigation using arrow keys

I think this is feature. When you navigate to top by arrow keys, calendar switch month to previous. If you want navigate to header controls you can use TAB key for this.

I cannot reproduce this anymore. #24171 might have fixed this.

Tested on Chrome Version 97.0.4692.99 (Official Build) (64-bit), NVDA Version 2020.3, Windows 10 Enterprise 20H2
