feat(COMPONENT): Add "disabledInteractive" input to "mat-chip-option"

Feature Description

I want to be able to set "disabledInteractive" on mat-chip-option similarly to how the mat-button component allows tooltips for disabled buttons when "disabledInteractive" is passed as an input.

Use Case

I find myself dynamically disabling chips, and it'd be nice to be able to explain to users why a chip option is disabled with a tooltip instead of having to place the error somewhere else in the DOM or use some element-wrapping workaround.

This needs some discussion, because it's unclear where we would set this. The chip has multiple tab stops that will have to account for this.
