Fixes custom stepper icons not being centered inside the circle, because they aren't inside a .mat-step-icon-content which is what does the centering.

Fixes #12945.

Fixes custom stepper icons not being centered inside the circle, because they aren't inside a `.mat-step-icon-content` which is what does the centering.
