Re-enables the strictDomLocalRefTypes and strictDomEventTypes, fixes a few legitimate failures and works around the rest.

LGTM. I wish we would not have to do the casts, but given that these DOM type checks are quite new, and that we only have a few instances.. it should be fine 👍
