What steps will reproduce the problem?

1. Click the 'Tools' menu

What is the expected output? What do you see instead?
Click and display menu. Instead, pauses for ~12s and freezes blinking text
input.

What version of the Arduino software are you using? On what operating
system? Which Arduino board are you using?
0017, Win v7, 32b, Pro. Latest jre copied to arduino directory--doesn't
help. Sanguino! :-)

Please provide any additional information below.
Tried compat. mode for XP SP2, same result.
