Add setting to disable "Offline" warning

Add a setting to disable the warning notifications when Arduino IDE does not have access to the Internet.

Describe the current behavior

I get a warning popup every time I open the IDE, when it's not connected to the internet.

Similar, but also at odd times while using the IDE. If I'm hundreds of kilometres from the internet (as happens often enough), I don't need to be reminded. In fact I'd rather not know. Can this warning have a checkbox to turn it off?
