ts_project produces an internal _validate_compile.optionsvalid.d.ts that ends up in a package

Seems like just a ts_project -> pkg_npm edge gives you this extra internal bookkeeping file in the package. We should use a separate provider to transport this file into the rule that needs it, so it doesn't get included in DeclarationInfo
