From v30.0, the `clap` crate has been replaced by the `argh` crate as noted in the release note [1]. With this change, the argument syntax has changed. As Cloud Hypervisor v30.0 has been released, this PR bumps the target version to the latest.
NOTE: This PR should be merged after PR #219 is merged.
