Fix type confusion through parameter tampering

In `src/node/util.ts`, there is a minor issue on L464. See [here](https://github.com/cdr/code-server/blob/15d256b429d03fe35bcb3884dc47f69977182a4b/src/node/util.ts#L464-L464).

This was identified by CodeQL.
