AFAICT the language spec is also currently wrong: dart-lang/language#2070

Most official is probably: https://dart.dev/guides/libraries/create-packages#conditionally-importing-and-exporting-library-files
Maybe we need some SEO to also make it match "conditional import".

As mentioned in dart-lang/language#2070, the spec is not wrong, it's just not saying which (allowed) restriction the SDK applies to the environment keys that works.
That should probably be mentioned in the article.
