Description
Once #425 is implemented, it would be great to have the release drafts to be automatically created to ease the maintenance burden.
Suggesting adding a new GHA to prepare the release notes draft. Note that this will only prepare the release notes draft without actually publishing a release.
Noting that there are 2 active branches at a time (current and next Drupal core version), we can have a dual release drafter.
As a first step, we can implement release drafter for a default (10.x branch).
