Use dotenv for configuring server

In all our other tools, we use dotenv to load environment variables from .env and .env.* files (there are ports for pretty much every language, inluding Python). With this project, you have to remember to source your .env file, and it’s easy to forget. We should add dotenv to help make things a little easier to get right.
