[Validation] A member of a union type should not have the same type as the shortcut_property of another member

See 723ddd8 - this change isn't needed as the FieldAndFormat type has @shortcut_property field which means that if it's a scalar value, it is equivalent to a FieldAndFormat with only field defined.

This should be enforced in the compiler validation rules.
