Make better use of the splash screen

Is your feature request related to a problem? Please describe

We previously had productivity tips during the splash screen, but they got removed during the redesign. We should consider adding these back and adding even more useful information.

Describe the behaviour you'd like

When I open a workspace the splash screen could show me:

• New features that have been introduced recently
• Old features that might not get enough attention
• Solutions to commonly asked questions
• Productivity tricks and tips
• Be more transparent about what is happening in the background (start phases, logs timings etc.)
• Themed gitpod logo / doodles, thanks for the idea @jankeromnes
