[bug] [api] issueGetLabels dont return correct responce

issueGetLabels (PUT /repos/{owner}/{repo}/issues/{index}/labels) return lables with empty propertys

this bug clear the repo_id & org_id of an lable!

so it will cause a useles lable and a corrupt database -> check case for #11111
