Disabling the package registry does not work

Description

Disabling the package registry as per https://docs.gitea.io/en-us/config-cheat-sheet/#packages-packages does not seem to work, the package pages are still available in the repos and the user pages.

To be clear I have this in my app.ini:

[packages]
ENABLED = false

@lunny the package tab is still visible in the repository view.

Although is a 404 if you click on it:

The version shows as f11ab18 because that's the merge commit on my fork but the latest real commit is indeed 420851c.
