Migrate packages storage from local to minio and viceversa

### Feature Description

Looking at the [source of the migrate-storage function](https://github.com/go-gitea/gitea/blob/main/cmd/migrate_storage.go) I don't see "packages" among the available types. I wanted to test Gitea with Minio but now I'm stuck and can't migrate the packages to local storage.
