Feature Description

I think it would be nice if Gitea had Actions on the Organization level too.

Pipelines could be selected from any of the repos in the Organization through the Action section in the Org settings and applied to all or a selected number of repos.

I'm not sure what kind of caveats the Github version has, I guess the same would apply here.
