Repository webhook not called on repository transfer

Description

When transferring repository from one organization to another, repository hooks are not called. Expectation maybe that the following events are triggered here,

1. deleted - from old organization
2. created - in new organization

Maybe a TransferRepository webhook should be triggered rather than DeleteRepository and CreateRepository? I can send a PR to do that if that's what you expected.
