[mingwW64] [GHC 9.2.2] iserv cannot load `libgcc_s_seh-1.dll`

Minimal reproduction

I ran into this x-compiling cleff, which uses TH. Seems related to #1450, which does make some changes to the handling of these system libs.

I got things working by manually symlinking these dlls in the iserv wrapper: https://github.com/ramirez7/haskell.nix/blob/35c988ccdead5f66f7e11a41129cbf649445040c/overlays/mingw_w64.nix#L41-L45

This issue was only present in GHC 9 - everything worked fine with 8.10.7.

Added a small reproduction. Looks like even the simplest invocation of TH breaks it without my fix (which is more of a hack than a fix).

Can you try adding modules = { reinstallableLibGhc = true; }. I can't check right now, but I think it might help. I'm keen to change reinstallableLibGhc = true to be the default if we can.

Could this GHC issue be related? I noticed that it was fixed in the release notes for 9.2.3

It does look like ghc 9.2.3 fixes this. #1504 added a test to make sure it does not come back. I checked the test fails for ghc 9.2.2 by adding ghc922 back into ci.nix like this:
