Description

Update compute-runtime for BMG support.

Mainly changes:

  1. Update compute runtime to newest version
  2. Change to use 24.04 operating system.

1. Why the change?

The installation of compute-runtime requires 2.38 on glibc, which is only available in 24.04

2. User API changes

None

3. How to test?

This has been verified on BMG-24G platform with one card.

New image has been built: https://github.com/intel-analytics/ipex-llm-workflow/actions/runs/14661122110/job/41145634654

with bmg tag. Need to be tested on BMG environment
