Question about label and legends

Hi, I have noticed that since version 0.8.1 there have been some changes between legend and labels, mostly in arrays of fieldset. Now some titles are not showing as before.

Is this change done intentionally ? or it is a bug?

@AlexAlbala I am working through neglected issues it would really help me a lot if you could find the commit that changed the tag in the decorator, then I can enquire with the developer why the change was made. If the tags are the same then there may have been a change in the version of bootstrap used.
