Invalid links in `sig-cli/CONTRIBUTING.md`

Describe the issue

There are a few links in CONTRIBUTING.md that point to https://github.com/kubernetes/kubectl/projects/3, which is now invalid. I'm happy to submit a PR myself.

I figured we could either point it to the issues channel filtered by "priority backlog" (https://github.com/kubernetes/kubectl/issues?q=is%3Aissue%20state%3Aopen%20label%3Apriority%2Fbacklog) instead.
