[clang-doc] [NFC] remove completed to-do

There is a to-do note about parsing \file here

It was written 7 years ago via Juile Hockett, but it seems to have been done in 196554d. Shouldn't it be removed?

A PR is welcome if that is redundant :) But I don't think we have any testing in place for clan-doc's handling of \file directives, even if the clang parser handles them now. So I'd want a test in place before removing the TODO.

@hulxv sorry for loosing track of your reply. Yes we should have some test coverage for these in clang-doc. In those examples, I don't see the \file directive. It may need support in clang, or if its just missing tests, to have those added.
