This bugs tracks the failing regex tests on linux. Currently the failing tests are:

What's the status of this bug? Are these tests still failing?

Yes, the tests are still failing and are marked XFAIL for linux-gnu.

FWIW https://reviews.llvm.org/D38041 separates the failing checks from the rest. The failure pattern are all similar, and unsurprisingly related to locale.
