Current (main and release-17.x branches) llvm breaks Mesa Intel drivers

Mesa Intel drivers fail to build with LLVM 17 (and 18) because the signature of `store_uint4_L1WB_L3WB` changes between export and import.

This is tracked in the Mesa bug tracker as
https://gitlab.freedesktop.org/mesa/mesa/-/issues/9701
but it seems to be a problem in llvm or llvm-spirv-translator.
