Description
With the upstreaming of key non-prescriptive MLGO utils from google/ml-compiler-opt into llvm/utils/mlgo-utils (#72319), we should also upstream the logging infrastructure. This is already partially upstream for testing purposes, but it would be good to fully upstream the infrastructure for this along with proper testing.
