Add insertSpaceAfterOpeningAndBeforeClosingEmptyBraces to tsserver protocol

Looks like #35427 added a new formatter setting: insertSpaceAfterOpeningAndBeforeClosingEmptyBraces

I see this setting in code but it is not exposed in the tsserver protocol at the moment. Should it be added there as well?
