slow paste with spinner

I have default paste settings on in insiders, but see a spinner every once in a while, for particular snippets of code

This is expected in some cases as we need to see if there are imports to add

What code are you trying to paste?

I was pasting the import * as DOM ... line from collapsedCellOutput.ts into a new file.

@navya9singh Can you take a look. In my logs I see that the getPasteEdits request takes around 350ms in this case

I don't think we've added rewriting of pasted paths yet so maybe we could also make preparePasteEdits return false in this case?
