Skip package installation option

The Skip Package Installation option should only be present on environment creation flows. In the first flown shown in the video, the user selects to install a package and still gets skip as an option.

@cwebster-99 I agree with removing it from the first case where we trigger package installation, and then we show the button to skip. But second case where a new environment is created and we show it, it makes sense to me. That falls into the category of I want to be able to create another environment without anything installed in it.

This got me thinking, do we want a quick create? You just press a button and we create the environment, there are no selections. We make all the default choices.
