environment markers are only partially supported

The dependencies environment marker support is limited to four cases

• python_version<"3"
• python_version>="3"
• python_version<"2.7"
• platform_python_implementation=="PyPy"

This needs to be expanded to handle complex dependencies like moremoban/moban#274
