windres does not seem to support MENUEX

Resource scripts containing a MENUEX statement (and, with that, POPUP statements
that add a "id" parameter (third param) cannot be parsed.

Package version 20210816, Windows 7 x64.

Running Clang binaries from within a (standard) command prompt.

The fix for this is merged now, in llvm/llvm-project@8b356f4, and will be included in future nightly builds and the upcoming 18.x releases (in about 6 months).
