Move from pylint to ruff?

Ruff is much faster, and has broad support.

A note from my team, we switched from flake8 to ruff ~6 months ago. We still use pylint because it still enough stuff that ruff fails to find. Maybe in 1-2 years ruff will also make pylint obsolete. We run the linters using https://pre-commit.com/ as this makes it very easy to maintain.
