Refactor reconfiguration performance test time to ready collection method

The automated reconfiguration performance test currently uses specific log messages to determine the time to ready of each test. This could be an issue as logs can easily change which will require the updating of this test. We should look into a way to refactor the reconfiguration performance test and capture the time to ready in a different way.
