Temporarily Update Helm Chart to Deploy the Data Plane

As a maintainer of NGF
I want to temporarily update the NGF Helm chart to deploy the data plane in its own pod
So that NGF can be in a state where we can continue development and testing.

Acceptance

• The NGF image for NGINX and Agent is deployed in a separate pod from the control plane.
• The NGF control plane pod should be in the running state.

Dev Notes

• Functional Tests will not pass, unit tests should.

Dependencies

• Remove NGINX container and runtime manager code from NGF deployment #2838
• Create NGINX Agent Docker Container #2839
